Child support

My ex has failed to make a single child support payment in years. The order was written in a different state than they live in. The state they are in has so far failed to find them in contempt of court. It hasn’t actually gone to court their domestic relations has handled it so far.
My question is this. Is it the law of their state or the law of my state that should be enforced?
