I recently moved here from out of state, in a hurry to settle before my kids started school and I started my job, we moved into a private owned condo (Peoria area). My landlord is pretty old, he doesn’t have any maintenance men, just old buddies that do work for him. He has severe health issues and as of October developed Alzheimer’s….he also doesn’t have a smart phone, we don’t have an email for him or an address to send mail to. We only have a “lease”, his name and phone number. The lease was a weirdly long sheet of paper. Seemed to be legit… Except he lost his copy in October… The hot water in our master bedroom runs out within 4 minutes…my youngest is 1 yr old…I have 4 kids… The second bathroom with working hot water..apparently has a leak under it so our downstairs neighbor has mentioned water leaking since we first moved in the very beginning only once and not so serious…well this past week they’ve came up two more times and asked me to come see the leak..their walls are falling apart their ceiling has holes in it her wall is crumbling it looks like our tub could fall through their ceiling… The landlord came by to fix it with his maintenance man..they patched the holes up with putty and called it a day…didn’t tell me not to use the restroom nothing I over heard my landlord say he’s not fixing anything and it’s not his problem His maintenance said it’s going to be again the next time it rains it’s just going to pour right through Landlord said it’s not his problem he’s not fixing it and drove off He’s already told us he’s not replacing our stove even though it’s infested with roaches… Now he won’t fix the hot water in the main bedroom And third he won’t fix a leak/falling roof/floor Also he doesn’t accept any written notices…and won’t give any receipts for rent paid… We’ve only been here since the end of July

Who can I call? Who can I report them to? Can I break my lease legally? How do I even create a paper trail when he doesn’t get text messages he only calls and answers phone calls he has no email and refuses to give a mailing address…what can I do in my position, I’ve read we should evacuate and seek secondary safe housing but how do I even do that? Do I refuse to pay rent? Is there any specific laws I should be made aware of before even doing anything?
