[WA] Child assaulted by jogger from community on school property during school hours. Middle School did not call police.

This happened in the last hour of school during last period. Students were walking for gym class around the school perimeter on the public sidewalk as directed when a female jogger grabbed my child by the shoulder and shoved her down, knocking her classmates over in the process. As she jogged away she yelled “fu**ing kids”.

I have grainy camera footage of the jogger after the assault as the camera didn’t have view of the actual incident. There are several witnesses (classmates) and I’ve made the police report personally hours after the assault.

I asked the principal why the police weren’t called immediately and she said it is a “growth” area with her team. And so I said “growth area as in the teacher my child reported this to should have called the police” and the principal replied “yes. That’s all on me, I take responsibility”.

Thankfully my daughter didn’t have any marks and wasn’t badly injured.

I’m at a loss of how to handle this because the odds of this female jogger being caught are astronomical. The assault happened between 2pm-2:20pm and I wasn’t able to make the police report until I arrived at the school at 4pm.

What are my rights? What are my child’s rights? This seems extremely mishandled and I want to believe my child is well taken care of while at school.
