31m on parole in Kansas, informed by parole office that he would be managed as a domestic violence offender per policy as he had a 12 year old prior misdemeanor conviction for domestic violence with an Ex- Intimate Partner, whom he no longer associates with. This old case is long since resolved and sentence served in full. It also has no nexus to his current sentence or parole status. As part of the management he is required to undergo BIP (batterer intervention program), and has additional civil restraints applied. Is this ex post facto violation? What authority or jurisdiction does parole have to enhance his old/ & new sentence in this way?
