Absent father advice

Background: New mom to a 10 mth old. Her father isn’t involved in her life. He’s seen her a total number of three times. He is also behind on child support. I was given full custody over our child by the state.

So recently he’s asked for her personal information so he can put her down as a reference, for him to get residency in the U.S. What can I do on my end for him not to use us as a reference? Or am I obligated to help him out? I personally don’t want to and don’t feel like I should.
