Contractor never finished job and came back two years later to finish it.

Two years ago I asked a company to install heating in two factory rooms. They had an engineer come in to determine what equipment was required, then I never heard from them again. I had another contractor complete the job.

Recently an invoice came in from them for engineering consultation, although I never received a report or anything from them. I called them and said we can't pay and they said we must and that they are coming to complete the job.

Am I in the right to refuse to pay? We received nothing from them at this point.
