No hot water pressure and no solution in sight.

So for the backstory. I'm in NC. I rent a small house that has the water line connected to my neighbors house who also rents from the same owner and has the same property management company. I pay no water bill here. That's been included in the lease agreement here for the last 3 years I've been here. Now, I currently have no hot water pressure. To be clear, I have hot water but very little pressure. I reported this a week ago. They sent their own maintenance man out and he replaced the pressure valve at the neighbors house which is which is also my source of water and no difference. He then tells me he thinks the water heater needs to be replaced and they'll send a company out to replace it. They show up days later and say they don't know how to work on this tankless hot water heater and they were only sent out for a second opinion and a "specialist" will need to be sent out. I've had issues with it in the past but my question is, how long do I let this go on with no fix until I start asking for a dollar amount to be reduced from my rent and how much? I also have had to leave work early or go in late now and have missed around 6-8 hours of work. Am I legally able to claim some type of compensation?? Thanks in advance.
