Job does not want to pay me for shadowing

Hi, I am a nurse transfering to a different unit but the receiving unit wants me to shadow another nurse for 2 days, 4 hours each day with no pay. I find this odd because the hospital pays for orientations (ehich are also 4 hours) and at home learning modules. So they are very lenient with money, so why would the not pay in this case? I was told I would be doing no patient care but is me not clocking a liability? Is this legal for a hospital in florida?
