School district neglect - illegal drop outs?

Hey I hope this is an okay place to ask. I just learned from my girlfriend something insane. She was taken out of school in the seventh grade way before it was legal to drop out. The school district didn’t even check to ensure she was being home schooled or enrolled anywhere else. She was having a hard time with real life issues and her mother unfortunately just told the school she was going to home school her. Well she never did. So my girlfriend basically dropped out of school at the age of 13. This was in the state of Mississippi in the US.

Im kind of stunned and it isn’t a surprise to me she’s had such a hard life knowing she was just done with education right as she became a teenager. From what I can tell this is flat out negligence and illegal. The more I thought about this the angrier I got and now I’m wanting to get her to see an attorney because this screams child neglect to me. Am I wrong? I know her mother is the main one to blame of course.

Thanks in advance, I don’t know what else to do other than find an attorney but if this is a fools errand I’d rather know before wasting anyone’s time. I appreciate it
