Bumper to bumper traffic, I think a guy's going to let me in, then he hits me while I am still

Pulling out onto a major road, traffic is stopped, I pull out between two cars thinking the one behind is going to let me in I am slightly in front of him, and he clips my bumper, leaving a large mark. He then drives off, am I at fault for pulling out thinking that he was letting me in, or is he at fault for hitting me when I was still?
