Possible Do Not Call Registry violation

Today I received a package and a phone call from a company I've never heard of before. I reached out over chat and the agent said my primary care physician gave them my info because they want me to do a screening.

I asked if they cross reference phone numbers they dial with the National Do Not Call Registry and the rep said that applies to non-solicited calls, and although I did not solicit them, my primary care provider did, so it's not unsolicited.

Is this a violation of the DNC?
