Is my Operations Manager allowed to keep tips?

So my manager recently saw me @ 5:15am, the end of my overnight shift.

He normally works PM shift (2pm-10pm) but even though my shift starts as he’s ending, he’s never onsite.

I never see him unless he’s delivering bad news. So he was present for unpleasant reasons however, he’s never present for when our regulars leave so there’d be no reason why he’d be accepting a tip he normally doesn’t get.

However I got (he received) a $50 bill from Mr regular and Manager makes me split half with him. He didn’t do anything, not even grab his Keys but he merits $25 for standing and saying Hi?

Additionally I bring a chair from home because the shitty upright office chair they give us hurts my lower back and I was told that it’s not his problem, rules are rules.

Is there an argument to be made or am I in the wrong here?
