Long time debt with no legal papers signed

So, i have this co league at work, met him when i was new in our job. We were both sports bettors, so we talked a lot about sports and who to bet on. Couple weeks later he showed me his winnings on his account, he was winning $xx,xxxx, days later he wanted me to put his plays on my book and i said no and told him i'll ask my guys if they can make an account for him, and they did, one with $5k limit the other is on $3k limit. Not even a day has passed, his account was locked and asking for more limit his account, and i said no ofcourse, told him i need the payment first before i can bump his account, fast forward to, he wasnt able to pay anything that he lost, and the guys went after me so paid them in terms every pay day knowing that we work on the same place, we get paid the same day, so im confident he would help me out paying, 2yrs has passed, still hasnt paid me anything yet. Anything i can do to make this legal? I tried to make him sign a letter that he would pay me in terms every payday but he refused. He had the agreement but did not sign it. Im losing hope that i will get my money back, any suggestions here that can help me?
