A neighbor emptied their salt water pool onto three adjoining properties

I googled and this is evidently illegal. Two of the properties have gardens. We won't know the damage until spring probably since winter is fast approaching. One neighbor reported it to the police and we will call the borough tomorrow.

The dumpers said the pool company told them it was no big deal but that is ridiculous. There are pictures of the truck and of the extensive pooling water.

Would we sue the neighbor, the pool company or both? It would not only be a matter of plant damage, the soil will be contaminated.
