California Found Property: Police Refused to Return Found Laptop CIV § 2080

I found a brand new Mac laptop on a bench. I turned it on and the setup process started so I had no info whose laptop it was.

Pursuit to CIV § 2080 (https://codes.findlaw.com/ca/civil-code/civ-sect-2080/) I turned in the Laptop to local police and they took a brief statement and gave me a claim form, stating I could have the laptop if 90 days past and I paid for an ad in the local paper.

90 days past, officer called me and asked if I wanted to pay for the ad. I agreed. A week later I called the property officer and he told me departmental policy is to not return electronics which may have private info. I did not have to pay for the ad.

This appears to be in violation of CIV § 2080. Was there anything I could have done to get the laptop back, short of suing the police department?
