Travel insurance refused to pay after father had a stroke in another country

Travel insurance denied our claim when my father had a stroke in another country. They said it was bound to happen because of his high blood pressure. Their policy states emergency coverage of events from pre-existing conditions are covered but thereā€™s a clause that shows itā€™s covered under the impression that ā€œthe acute onset of the pre-existing condition does not directly or indirectly relate to a chronic or congenital conditionā€. This seems a bit contradictory. If itā€™s a ā€œpre existing conditionā€ it will absolutely be considered a chronic condition. A friend who has legal background suggests we write a ā€œdemand letterā€ but i would have to research first to see what law was broken. Any advice?
