Dog “abandoned” at veterinary clinic that does boarding.

I work at a veterinary clinic in Texas that does boarding. There is a dog that has been there for 75 days now and every time we contact the owner, they come up with another excuse as to why they can’t pick up. We have offered the owner numerous generous discounts and have offered to stay late to allow him to pick up after he gets off work but there is always an excuse. I’m wondering what we can legally do as a vet clinic?
