County board of elections won't send ballot unless I call them

Every year I have my ballot sent to my work address, easy to remember to take care of it then. Every year they call me and ask me if I've moved to that address (which would mean I would file with a different county). They give me attitude every year when I tell them no, it's not my home address, I'm still in your county. One year I didn't answer their call or call back and they refused to send the ballot until I did.

Is this legal?

I'm signing the form declaring everything to be legit, is it legal for them to refuse to send it every time until I confirm all my info via phone?
