Caught with drugs at German festival.

From Ireland and was at a festival in Germany where I was caught with 5 MDMA pills. Received a letter in the post that says I need to fill out and return to them within two weeks. Have to give details on the event and say whether I admit guilt or not or want to remain silent. Not sure what to do, as I have nobody to ask for help on the matter.
