Management on a power trip

Hello everyone, I’m coming here to seek advice on work related situation.

I work in a hospital that was acquired by a bigger organization (University/Hospitals) and in the transition from a regional hospital to one belonging to this organization, they fired a lot of the old management and the new CNO brought his people from his old job (another big hospital).

It’s been a bad transition so far.

Anyways, now this man and his posse are going around the hospital taking peoples belongings and giving them up to 24hr to claim them or they will be tossed out (belongings are just jackets, hoodies, umbrellas, that are placed in the break room of the unit). In my unit they threatened to cut cables on chargers and heaters (yeah I know heaters are a big no no die to being a fire hazard) but they threatened to take my fan away and toss it, I did tell my manager that would be considered stealing (it was an expensive fan).

Do they have any legal grounds to do this? Or are they just in a power trip and the staff can take action about this?
