What can I do to get my neighbor's dogs taken away from them?

I live in PA

I know every neighborhood has that one house that constantly has dogs barking at all hours of the day. And my neighbor is right next to me and my parent's house. And I'm starting to get at my wit's end with the barking. I love dogs, don't get me wrong. But, much as I want to go out there with my dad's rifle and turn this into Old Yeller, I know that would bring more trouble than resolution.

My dad has spoken to said neighbor (a woman, but there are multiple different people living in the house) about the dogs numerous times. But here's a few things worth noting: 1) the dogs never leave the property and have a backyard akin to a junkyard to "play in", 2) the place itself is a trash heap and 3) they will bark at whoever is in our backyard, regardless of the time of day. The only saving graces are that they don't do it at night as they are kept inside, and they appear to be fed well enough.

I'm just sick and tired of not being able to work from home with my windows open, enjoy a quiet morning, etc without hearing yapping over and over and over and over again, day in and day out. But I also don't know what, legally speaking, I can do here.
