Can I sue the police department?

I live in Chicago and for the past few years, I’ve been calling the police regarding my neighbor and all the shenanigans and BS they’ve done to my family and I. During that time, they almost always fail to show up and the couple of times that I saw them show up they don’t do anything.

My neighbor is very brazen and disrespectful. I have a handicap parking spot in front of my home as does he for the old crippled guy who lives there. Whenever I would leave to work almost like clockwork he would deliberately park his pick up truck sometimes with hitch attached into my parking spot. He’s also blocked in my garage many times when I tried to leave from there. He’s blocked in the entire neighborhood with his pick up truck and trailer, he’s blocked the alley the same way, he parks in handicap spots. He parks in front of fire hydrants. He also parks every day outside of the garage in the alley and from what I understand that’s illegal but yet the cops failed to ever give them a ticket. We had an argument last December he just doesn’t care.

To add to this, they’re just horrible people. The home consists of an older lady who is a pedophile, but never got arrested for it or never put on a sex offender registry. Her crippled boyfriend who doesn’t go to work she just uses him for his disability payments. Her criminal son, which was part of the two kids she had with the 13-year-old boy that she was with when she was 29. And the guy who does whatever he wants with this pick up truck I just mentioned above. The son has been arrested three times and is on the Chicago police department database. He’s been arrested for assault and battery, theft, and with suspended plates. My wife caught him one time throwing rocks at our dog, and when she went to go confront him, he ran away like a coward in his gangway. We ended up going to the police station who wanted to put a warrant out for his arrest but at the time things weren’t as bad as they were now so we just took the report and passed on getting him arrested. In retrospect we should’ve arrested him. The old cripple guy just litters everywhere and I have video footage of that.

I digress, but what I would like to know is that I’ve been calling the police about the problems with these people and the cops never show up and when they do, they never do anything. The Alderman , who I also called can only do so much, but I haven’t seen any action on their end either. If I got to a point where things get physical because I’m at the point now where my blood pressure is sky high and I’m waiting for a reason to do what I have to do. Sometimes I feel like those two guys are going to try to jump me and beat me up one day as well. I would claim self-defense as even though I’m extremely angry. I’ll wait for them to try to do something to me so I can do what I have to do. If I wind up going to jail for reacting in self-defense because the police failed to do their job for the past few years after 15 to 20 calls and calls to nonemergency as well could I sue the police department for negligence? You would think after a few years they would finally come out to the guy, talk to him, give him a warning, even arrest him if possible, etc. but the cops here don’t do anything. So I wonder if I have to take care of business myself because they don’t want to do their job after so many years, could I sue the Chicago police department for this?
