Can they legally turn off the water without notice?

I live in Minneapolis MN

My apartment building shut off the water today at 5:30pm, we never received a notice.

I was in the middle of a shower, getting ready for work and I’m covered in body wash and hair care.

We have an inspection tomorrow, my mom saw the maintenance people outside and asked them why they shut off the water. They said they are replacing a valve or something and it’s going to take less than 2 hours.

They never informed us, we’re in the middle cleaning and have no water. I had to use the remaining water bottles to clean myself.

Is what they did illegal? No where in the email about the upcoming inspection says that the water will be shut off for a bit

We would have prepared to fill up on water.

They’ve done this before with no notice last month, this pisses me off so much.
