Advice needed for friend whose Nieces and Nephews are living in a homeless shelter with their mom.

So the back story on this is my friend’s brother passed away more than a few years ago and she hasn’t seen his kids because the mom is a bitch and refuses to let my friend and her family see them. My friend just found out today through the this woman’s other adult son( he has a different father than the other three) that the kids and mom are living in a homeless shelter and the mom isn’t telling anyone where she’s at. The only one who knows is the adult son and I guess he’s being tight lipped. The kids are aged 13, 11, and I think 7 or 8. is there anything that my friend can do legally to get the kids? She doesn’t really have the means for a lawyer so if you have any recommendations on any free legal service, Minnesota may have to offer. Please let me know.
