Apartment complex specifically times their notices and deadlines to act on such notice (pay up or be kicked out) to prevent the use of government assistance. Is this legal?

Basically, the state's government offices require that you be served an eviction notice before you can qualify for rent assistance. However, my apartment complex will serve you the notice on Friday after the government offices close, and the deadline to pay is on Monday, about 2 hours before the government offices open again.
