Realtor flooded my brother's house but he's paying for it.

Forgive me if I can't answer every question or lack some details but the gist of the situation is my brother was moving from OK to MI with his wife, they bought a house there and were pretty excited. Three weeks before the move date they were told by contractors (I believe) that the house was ready except the ice maker was broken. They were then told by the real estate agent "oh no that's been fixed, I'll turn it on for you guys before I leave"... it wasn't fixed and three weeks later when my brother gets there the entire house was flooded. The Insurance has been handling things great (beyond taking a while arguing price with the contractor they brought) , my brother and wife have been set up in hotels amd then an apartment for the last two months amd are okay. But they are the ones paying the deductible and he's fairly sure this will affect his rates next year. From what I heard the realtors aren't having to take much liability because they already signed the house over? Is there some action he should be taking or looking into? It just doesn't seem right for him to take the burden when it happened under the realtors watch, by direct action of their agent, while my brother was multiple states away and wouldn't be there for three more weeks.

TLDR, real estate agent turned on a broken ice maker and flooded flooded my bro's house three weeks before he moved there from a different state (OK to MI) and he seems stuck with the liability b/c he had already signed for the house. Should the real estate company hold more responsibility?
