Vanguard fund from my grandparents

My grandparents set up an account for me when I was a kid and put money into it. It was supposed to go to me when I was 18 but my mom took it and says it's only for college (I tried college 3 times) I'm 23 now and dont have a job and I really need that money theres about 2.5k in it. My mom refuses to give me even $50 of it. I'm wondering how to move forward legally to get it.
