I need help finding a tenant lawyer?

I’m looking for a tenant lawyer or any lawyer that can help in Oregon. I’ve reached out to all “tenant lawyers” on google and the Oregon bar website with no luck in reaching anyone after numerous voicemails and emails

I’ve had this issue going on for 21 days now, my upstairs neighbor has an industrial A/C that leaks water and subsequently leaked through my ceiling. I’ve had no celiling in my bedroom and bathroom this entire time with only a thin layer of plastics stapled to the side of the walls. To cover the 12X12 hole (my whole ceiling)

This neighbor still runs the AC unit and it still leaks and the water builds in the plastic and leaks again. Everything in my bedroom is ruined. I have buckets everywhere and con bed to sleep on.

My apartment building refuses to intervene in fixing this “leak” or repairing the ceiling and offered me a unit that costs a lot more than what mine is now or to break my lease immediately. When asked for matching unit or matching my rent for the unit it they offered me I’m met with flat out no or being ignored. When asking for their insurance or the neighbors insurance for my property damage they say no or ignore me as well.

My place is unlivable and I can’t afford the higher rent or afford to move. Can anyone help me with suggestion or steer me on the right path.
