Gym indefinitely closed, owner still charging me

A couple months ago, the gym closed because they were moving to a new location. Even then, the gap was supposed to be about 2 weeks with 0 access.
On the original date they said they would be open at the new location, I went and found a building that was waiting on renovation inside. I immediately knew that was bad...
A couple months later(now) I contact the owner to cancel and he wants to charge me a fee.
What is the proper way to report this and get my money back?
