Manager stealing hours from employees

So I (25m), along side 2 other bartenders, work at a pretty upscale bar and Lounge. I’m fairly new to the place, only being here for about 5 months. Us bartenders are paid hourly in addition to tips. The managers are salaried.

To give background, I’ve been noticing that one of the managers (who is in charge of the schedule) has been altering hours for all of the bartenders. In place of us, the manager is working the time instead. There has been talk amongst the whole bartender staff, wait staff and BOH staff about this specific thing that’s been going on.

Apparently this is not the first time this has happened. Is this not time theft or wage theft with the intentional altering of schedules and taking them?
