I'm in FL, I settled a matter of out of state toll ticket years ago, but somehow a new ticket made it's way to me, how does this happen?

I am still unsure as to how this happened, but, it started with an old license plate, my family and I lost track of the plate after switching to a new one, I can only assume the plate was either stolen or duplicated and somehow made it to New Jersey.

This plate was already expired before all this nonsense even started. I have talked with local LE and DMV for the previous incident, I've been told the matter was settled and that I shouldn't be getting anymore NJ tickets.

In the previous incident, it wasn't even the same make and model as my car, now I get a new ticket showing the same old plate, same make and model, but, different year from my car.

How is this plate still coming back to me even after having the DMV mark the plate as "Surrendered"?
