Lowering hourly rate for holiday

I work with a temp agency. This is the first holiday they have done this but they all of a sudden “required” the employees to be with them for a year to get holiday pay AND they have lowered the hourly rate for everyone to $16 for the holiday as well. My assumption, with my two classes of business law classes I took 20 years ago, that they can require a year to pay out holidays, BUT lowering the pay of everyone doesn’t seem legit…Anyone able to shed some light on this?
