Fil trying to keep mil from leaving the house

So my in-laws are headed for a divorce. He’s been having an emotional affair with more than one person and has gotten caught up in serious scams, spending most of their money in the process. He is now saying that if she stays anywhere else for the time being that means she is abandoning the home and it will be all his. (Mind you the house has been bought with her inheritance money) can he do this?
