Registering new car, quick question

Just bought a car from a private seller and on the title he left the purchase price blank saying I could put what I want on there to pay less in taxes when I register it.
Just wondering how legal this is or what's the threshold? Should I just pick the lowest price I see on a Kelly Blue Book and put it on there or go even lower?
