[VA - US] Return of Security Deposit - Lease vs Law

Hey folks!

Although landlords in VA legally have 45 days to either return the security deposit or provide an itemized list of deductions, our lease says the LL will provide this information within 15 days.

He was conveniently out of town for the first 7 days after our lease ended and although he has since made some claims about damages via text, he has not sent us an itemized list of deductions.

We're already in contact with VA Legal Aid because he's making baseless claims about damages to the house and wants to pin a $450 cleaning bill on us when we already paid $600 to have the house professionally cleaned. But I'm wondering if we can skip all that since it's day 15 and he still hasn't provided the necessary documentation.

Will the 15 day timeline he wrote in the lease himself hold up in court? Or does he legally still have 45 days regardless of what he's typed up?
