Filing civil lawsuit online by myself. Any moments i need to aware and pay attention?

In July, 2023 I got scammed by a person for 1600 usd. I dated this guy and when we decided to move in together and I paid my half of the rent for the next month, he blocked me. Shortly after this happened he got kicked out from the apartment where he used to live and right now this person's location is unknown.

What I have on him: Full legal name, Phone number, Parents address in different state.

Based on this information can I file civil lawsuit or I need to know exact location of the person at this moment? Are there are other moments I need to be aware of?

Also I've read that my case will only go to next stage only if i will be able to notify other party that there are civil lawsuit against them. How do I do it in this case? I have no ways finding this person let alone notifying them. If I send them document via iMessage's from different number and they "Read" this message can be it considered as they were notified?
