Being asked to work overtime with no pay, only vacation hours

Is this legal? My employer is asking a colleague to work an extra day (10 hours) so she will be working 50 hours that week. Management says overtime isn't approved so they want to pay her for her regular 40 hours and will add 10 hours to her PTO bank, but it can only be used on certain days (no Fridays mainly). This seems crazy to me, is it legal? I thought 1) you had to be paid for time working and 2) anything worked over 40 hours must be paid at 1.5x. This is happening in New York. She is an hourly, non-exempt employee. In the past we have gotten OT as usual when working extra so this is new.
