I was in a minor accident today that was my fault. Should I file?

I was driving today and hit someone car side mirror with my own mirror. The damages were minor as there was only scratches on both our mirrors. I gave my info to him but I forgot to get his except his phone number. I also have a video of it on my ring camera. Don’t know if I should file because the scratch is barley noticeable. I never been in an accident before until today. Will my insurance go up if I file it?
