Child burned at daycare

My son who is 3 attends daycare and while there the teacher was doing a "science experiment" in which they heated water and soap in the microwave. When she was removing it from the microwave it "exploded". My child received 2nd degree burns to his face and arms. 911 was called and he was taken to the emergency room for treatment and will require followup care with the burn center.

I think this activity falls outside of what is age appropriate and wasn't conducted in a safe manner.

Who should bear the costs of the ambulance ride, ER visit and any subsquent care?
