ESA being charged in South Carolina after letter expired! Legal?

I have a case: A girl signs a 1yr lease turns in a legal ESA letter apartment approves, girl transfers to a new lease 1yr later apartment does not approve due to written date of (April 2021, same as last lease NOTE: no expiration date written by doctor this is all per apartment) and tells girl she needs to get an updated letter, charges her every month until she can get in the the doctor to get it updated which is months away? Legal? Illegal? No refund? Refund?

What can she do to get a refund for the month shes been waiting on doctor?
