[OR] question about change to expungement laws ORS 137.225

In section 5 of ORS 137.225 it states the following:

“5) The provisions of subsection (1)(a) of this section apply to a conviction for:

(a)A Class B felony, except for a violation of ORS 166.429 (Firearms used in felony) or any crime classified as a person felony as defined in the rules of the Oregon Criminal Justice Commission.

(b)Any misdemeanor, Class C felony or felony punishable as a misdemeanor pursuant to ORS 161.705 (Reduction of certain felonies to misdemeanors).”

My question is in regards to where it says “or any crime classified as a person felony.” Is each subsection (a) and (b) speaking exclusively about class B and class C felonies respectively?

My question is would a class C felony that is also classified as a person felony be eligible for expungement? Because subsection (a) says “A class B felony is eligible except any crime classified as a person felony”. But subsection (b) says “any misdemeanor, Class C felony etc”

Does that makes sense?
