My autistic cousin flushed his 2 hamsters in the toilet

My cousin is diagnosed with autism and has a severe lack of intelligence for lack of a better term.
A few years ago he flushed his 2 hamsters in the toilet obviously killing them. He also has a history of mistreating animals or people that are weaker physically.
Are there any steps I can take anonymously to prevent him from hurting people and animals. He has a few animals right now. His parents don’t see to care at all I feel like I’m the only one who sees a problem here.
