Landlord scamming the state?

During covid I racked up a large bill at my old apartment. I ended up moving out and the Landlord had about 90% of the bill covered by the covid relief act (WA State) I missed a payment for what was left so they sold the entire debt, including what they had been paid by the state, to a collector. Is that legal, should I get a lawyer? There's obviously a paper trail of the whole thing.
