in maryland, is it legal for me to carry a fire extinguisher into a state government building/property with no intention of doing harm/damage?

i've checked and my only hold up is restrictions against "destructive devices" and "explosive materials"
under normal conditions a fire extinguisher is a safety device, but under heat or after being pierced in some way it has the potential to explode.
keep in mind there is a pin that would have to be pulled (and won't in my case) for a fire extinguisher to operate.
