Power problems in my apartment, landlord denying it, need advice

Hi, my name is Richard & I need some advice, okay I' m on Section 8 & live in a one bedroom apartment in the Detroit area & am having serious problems with the power in my place. There's static electricity everywhere & my plugs spark badly when I plug anything in. I told the landlord multiple times about it & she says everything is fine & had the maintenance guy come look & he tried to say all plugs spark & nothing is wrong, but he is not an electrician.I had a licensed electrician come out & he said there's way too much voltage running through my wiring but the actual wiring looked fine & that someone must be running a generator in my building to be causing this but the landlord is denying it. Recently a couple guys came from the gas company to install something & they said whoever is upstairs wouldn't open the door even though they had a key so something is definitely up. The electrician suspects the problem is coming from the apartment directly above mine & I'm getting the runaround & the landlord said if I bring it up again she won't let me reny my lease. This is ridiculous & I really need someone to do a surprise inspection iny building to find out what is going on. If anyone can help please message me & God blessπŸ˜ŽπŸ’―πŸ‘
