If you are shot on the job, would you be covered at all by workers comp?

I'm rewatching The west wing right now and I'm on season 2 where one of the characters is recovering from having been shot at an official white house event. There is an episode where a side plot is him fighting his insurance company for not covering $50,000 of his bill. He was technically hurt on the job at an off site event walking to company provided transportation.
I'm sure the answer is different for different occupations like law enforcement and emergency services.
