How to develop minds eye or “artists eye”?

How do you develop your artists eye? For example, I can look at a picture and see the shapes and lines enough to draw a rough representation. What I struggle with is coming up with that mental picture and then drawing it.

I see a lot of videos where someone is drawing something and starts with a few lines here and there and ends up with a beautiful drawing. Or let’s say I’m going to draw a hand or arm - I struggle with how to draw it without a reference photo despite being familiar with the anatomy.

Does what I’m asking make any sense?
