Panda dataframe mutate in function assistance

So in python, how does one mutate append a row/index onto a panda data frame, in a python function?

This would mean there is no need to return a new data frame, but rather it the data frame pointer is never changed to begin with, and I have modified the data frame itself..

Been trying to add a row to this data frame in a function, and I cant return a new data frame. My only way to solve this would be mutation.

All the advice I can find is for Columns, and none for adding a row/index
