How do you make a program that users can interact with?

Say you have a variable called, idk, AtWar, that is by default false, but when you declare war it becomes true. Would you use a function that changes it? and how would you do so?
EDIT: What i mean is like, how do I make it so something actually pops up, and allows a user to interact
