How to get header-desktop navbar to show (html/css)

I'm currently in the middle of creating a ticket system but since I'm new to web dev, am currently having trouble getting things to show properly. I downloaded this template:

I'm currently trying to get rid of the sidebar from the _Layout page and put that sidebar into a partial view titled AdminPartial.cshtml. I want to keep the header-desktop since I will have all logged in users using it. While trying to get rid of the sidebar, Instead both the sidebar and the header bar were deleted.
